A one-page guide for generators, haulers, and receiving facilities.

End‑to‑End Flow

Step 1
Pickup & Initiate
Driver authenticates via PIN; hauler starts a digital manifest at site and signs pickup
Step 2
Driver Link & Facility Notice
Before leaving site, driver receives a secure link to the digital manifest; receiving facility is emailed a link to complete receipt
Step 3
Facility Receipt & E‑Sign
Hauler provides Manifest ID upon arrival; Receiver authenticates via PIN; confirms permit coverage and waste details, then e‑signs receipt
Step 4
Notify & Archive
Signed PDF is distributed to stakeholders; records retained ≥ 3 years (§4.194)

About PIN Access

Each company uses a PIN to access workflows; no individual user accounts are required.

  • Waste Hauler: company PIN issued to the hauler for Driver pickup/signing.
  • Receiving Facility: each facility has its own PIN for receipt/signing.

Who Does What (At‑a‑Glance)

Generator (Operator)
  • Profile each waste stream (EP‑9 or equivalent) (§4.190)
  • Ensure EP‑10 manifest accompanies the load (§4.191)
  • Use permitted hauler and authorized facility
  • Retain profiles & manifests ≥ 3 years (§4.194)
Waste Hauler (Transporter)
  • Hold valid RRC Waste Hauler Permit (WH‑1) (§4.193)
  • List/mark vehicles (WH‑2); no leaks; no commingling
  • Driver signs at pickup; manifest travels with load
  • Deliver only to authorized facilities; retain records ≥ 3 years
Receiving Facility
  • Verify manifest & waste vs. permit; sign on receipt (§4.191)
  • Refuse improper/unpermitted loads; notify RRC if required
  • Report discrepancies as required (§4.194(b))
  • Retain manifests & profiles ≥ 3 years (§4.194)

What the Software Automates

Digital EP‑10 (Manifest)
  • Captures all §4.191 fields (generator, location, waste, transporter, destination)
  • Driver PIN e‑signature at pickup; Receiver PIN e‑signature at delivery
  • PDF generated and shared with stakeholders
Controls & Notifications
  • Validates permitted hauler and authorized facility before close
  • Sends emails/SMS to generator/hauler/facility/participants
  • Maintains audit trail and immutable PDF hash
Recordkeeping & Reporting
  • Stores signed PDFs; retains data for ≥ 3 years (§4.194)
  • Exports data for facility/operator reporting
  • Optional discrepancy notes and cross‑jurisdiction flags (§4.192)
Access & Security
  • Role‑appropriate entry points (Generator, Driver, Receiver)

Quick Notes

  • Electronic manifests are acceptable if they capture §4.191 information and are accessible to all parties and the RRC.
  • For out‑of‑state or non‑RRC facilities, maintain manifest/shipping records and follow §4.192 reporting.
  • Hazardous oil & gas waste follows additional manifesting per §3.98; use appropriate hazardous waste forms when applicable.
